Some councils offer a free or subsidised collection service for small quantities of double-wrapped, bonded asbestos — typically a few sheets of garage roof cement from a domestic property. No council will remove asbestos from your building for free: collections cover material you have already had safely removed and wrapped. Larger jobs, damaged material and anything friable need a professional contractor.
What councils typically offer
Policies vary borough to borough. Hillingdon, Ealing and most West London and Home Counties authorities either run a bookable collection for small amounts of wrapped asbestos cement, direct you to a household waste site that accepts it by appointment, or charge a modest fee per sheet. Always check your own council’s current policy — allowances and booking rules change.
What they will not do
Councils do not strip asbestos from your roof, ceiling or walls, and they will not take loose, broken or unwrapped material, insulating board, or lagging. Handing damaged asbestos to a collection crew unwrapped can get the collection refused and leaves you with the disturbance risk that matters most.
The honest cost comparison
For a single garage roof, professional removal with licensed disposal typically runs £380–£800. Doing the strip yourself to use a free council collection saves some of that, but you take on the highest-risk part of the job — breaking and handling the sheets — plus wrapping, transport rules and tip appointments. For anything beyond a couple of intact sheets, the saving rarely justifies it.
When you must use a contractor
Licensable materials — pipe lagging, sprayed coatings, most asbestos insulating board work — legally require an HSE-licensed contractor, and no council scheme covers them. If you are unsure what you have, a £50–£80 sample test tells you which route you are in before you spend anything on removal.
